Debuff color border option

As I discussed on the forum,
There should be a player created priority list of different affliction types, so that if more then one affliction is on the target at one time ... the priority list will dictate which is diplayed in squared. The should also be able to turn off affliction types for those that their class can't do anything about.
Then assign each affliction type a color, but allow these colors to be changed by the user.
Finally, change the border around the squares based on the color of the affliction type present that is highest in the priority list.
This will provide very quick feedback to those that wish to remove debuffs that their class can remove.

Like #14 I'm going to keep this under consideration until I get around to expanding the status indicator options.
