TOVL Boss 8 Ailment not showing for Runepriests

Doesn't show if you have Hide only curable debuffs ticked. (But is curable by runepriest)

- State changed from “new” to “declined”
- Milestone order changed from “0” to “0”
Probably means that the flags aren't set properly for the buff from the API (buff/debuff indicators are based off of what the API says, they're not hardcoded). Not something I can really fix.
