Event Handlers "setname" and "cleargroups" hits once per second in scenario

1.Like the title says it hits once per second. In warband works
correctly.
2.Another issue is: in warband mode it clears everything not just
the ppl are leaving the formation. I guess the rest should be
updated only by "setname".
